Dear Pennies,
A look at the list of schools granted waivers from the imposed curriculum 
(IP) reveals a few interesting things:
1. Of the 26 elementary and middle schools granted waivers, 11 ARE NOT 
SCHOOLS, BUT PROGRAMS.  This, it seems to me, would strengthen our argument 
about making PENNY programs "official" schools.  That is, if the DOE is going 
to judge these "gifted and talented" programs separately for purposes of 
waivers, why not be consistent and consider the CPEs et. al. separately as 
schools?
2.  Note that EVERY SCHOOL (or program) granted a waiver in BOTH math and 
reading is a "gifted and talented" school.  This is true of Spec. Music Schl 
of Am. and Mott Hall II.  I believe also of Louis Armstrong MS and Children's 
Sch.  The schools that were granted waivers in only one category are NOT g&t 
schools.
3.  G&T schools are generally, by definition, schools that admit ONLY 
students scoring at Level 3 or 4 or who score high on some other test.  This 
points toward two interesting conclusions:
       a. Such schools/programs are exempt from the IP not because they do a 
good job educating kids (They may or may not.), but because they restrict 
their student body to high scorers.
       b. If kids in these "G&T" schools are deemed able to proceed without 
the IP, what about similarly high scoring kids (those at level 3 and 4) in 
NON G&T (ie."regular") schools.  Surely there are many such children.  Why 
should not THOSE  high scorers be exempt also?
The illogic of this system is thus patently clear.
I believe the Chancellor and his people should be confronted with this 
exercise in DOE cynicism and error.
