Dear Carol,
Sadly I must agree with Steve that appealing to the teachers unions is a dead 
end though the NEA is trying to rally support for a lawsuit vs NCLB on the 
basis on unfunded mandates.
I agree with Steve as well that organizing on the parent level is the most 
effective though all of us need to get involved.
