Chancellor Joel Klein named Matthew Bromme to head the DOE's new office 
of zoning and student placement. Bromme will be in charge of the new 
centralized school-transfer program and coordinate compliance with the 
federal No Child Left Behind Law.

State Senator Carl Kruger, a Brooklyn Democrat, has filed a lawsuit 
against Mayor Michael R. Bloomberg and Schools Chancellor Joel I. Klein, 
contending that they essentially eliminated the 32 community school 
districts without approval from the State Legislature. He said he would 
press for an injunction on putting the plan in effect. ''The mayor and 
the chancellor have clearly exceeded the scope of their authority,'' Mr. 
Kruger said yesterday in a statement. ''This is not a corporate 
reorganization. It is a reorganization that affects the lives of our 
children. The city's public school system cannot be revolutionized in a 
vacuum.'' Mr. Klein said he was confident the plan was legal. Last 
month, five Republican senators issued a statement contending that the
