$135G Supervisors Already Tapped for April Work Retreat (Massages

            When is a job advertisement not a job advertisement? When
it's placed by the Department of Education, according to Senator Carl
Kruger (D-Brooklyn), who is blasting the city for filling jobs for
$135,000-a-year local instructional supervisors before the application
deadline - and then inviting the freshly-minted hires to a weekend
retreat in April, complete with tennis courts, pools and massages.
            "Is this disgusting? Yes. Is itsurprising? No," said Senator
Kruger. "Everything about the Mayor's new education reform plan reeks of
possible lawlessness and corruption, from the unauthorized elimination
of the local school districts to the pre-selection ofkey staff and use
of phony job ads."
            As first reported in the New York Sun, a "Dear Team" e-mail
was sent March 17 by Deputy Regional Superintendent Eric Nadelstern of
Region 2 (the Bronx) to eight people already selected as local
instructional supervisors -- despite a March 18 application deadline for
both the supervisor jobs and Nadelstern's own position, which were
advertised in the New York Times on Sunday, March 9.
            Thee-mail reminds the already-hired instructional
supervisors to get their "applications" in on time and invites them to a
Region 2 Network Leaders Retreat April 11 and 12 in Tarrytown, New York.
The e-mail is cc'd to Laura Rodriguez, who was designated by Schools
Chancellor Joel Klein as a Region 2 Instructional Leader. "If you have
not yet received the agenda and traveling directions, please contact
Kathy or Raquel," Nadelstern writes. "Laura and Iare both very excited
about working with you for the benefit of students andtheir families in
Region 2." 
            Although Department of Education spokesman Kevin Ortiz
quickly called the e-mail "erroneous," Senator Kruger's research
confirmed that the weekend retreat will indeed take place. Footing
thebill for the retreat, "which conveniently cuts into the workday by
starting at 4 p.m.," said Kruger, will be an organization called the
Gateway Institute, a foundation of the City University of New York
(CUNY) that receives funding andother support from the Department of
Education, among other sources.
            "Using foundation grant dollars funneled through the City
University of New York and filed under their tax-exempt status to allow
educators to lounge in the pool and massage their stress away is both
inappropriate and outrageous, especially when we have schools that can't
afford to buy textbooks or paper," Senator Kruger said.
 "Couldn't they trade ideas over donuts and coffee instead?" he asked.
            "If this weren't so sad for our children, it would be
laughable," Senator Kruger said. "Pre-selecting peoplefor jobs is an
outrage and perhaps illegal. Those qualified applicants who didn't stand
a chance for the positions thanks to this sham may have legal recourse
in this case."
            Senator Kruger filed a lawsuit in February against the Mayor
and Schools Chancellor charging that the education reform plan
eliminated the community school districts and superintendents without
approval by the Legislature. The city this week asked for additional
time to respond to the lawsuit, which Senator Kruger said "speaks
volumes abouttheir inability to answer the suit in any meaningful way."
            "Every day brings a new surprise in the newfangled mess we
call public education," Senator Kruger said. "We're still waiting for
one of the surprises to be good."
