hello,
I am new to the listserv. but as far as testing is concerned.  One point 
parents decided to come late to school, if the choice had been not to take a 
particular test.  then they did not have to take it.  I am not sure if this 
really works, and I am not sure of all the official requirements, but it is 
one tactic.  
there is a form that I had seen also that comes out of a national progressive 
network, in which parents sign to release their kids from testing, based on 
choice.
