To All,
Ah!  A good discussion is under way.  Would that we had the luxury of time 
for a genuinely in-depth analysis of the issue.  Maybe when the current smoke 
clears, PENNY can consider holding such a forum.
For now, what the comments from Shael, Victor, Linda, and Jane suggest is 
that the real issue is not solely bureaucracy.  Moreover, while it is a 
factor, it is far from the most significant one.  For those approaching my 
age, you'll remember that the community control - decentralization struggles 
of the late 60's were also about dismantling a disengaged bureaucracy and 
placing more direct control of schools "closer to the action."  Good idea 
(and still is, I believe) but poorly implemented.  No, it seems to me that 
whether the former or latter model is best is still an open (or possibly even 
moot) question.
I believe that the most powerful factors here are politico-economic:  issues 
of economic and social inequality, and who really runs things in American 
society.  But inasmuch as that is beyond our ability to deal with for now, we 
must focus on HOW BEST TO EDUCATE KIDS.  It seems to me that a good answer 
(one that would be far more attainable if the factors mentioned above were 
nearing proper resolution) is to get the best, most dedicated, most 
knowledgeable educators into the system.  This involves serious recruitment, 
and then STAFF DEVELOPMENT.  One problem with the Klein/Bloomberg/yes, Bushie 
plan of non-creative curriculum and measuring by tests, tests, and more ..... 
is that it will NOT attract topflight creative people? 
In brief, what I'm suggesting is that the system that gets the best people, 
and gives them great creative freedom WITH ACCOUNTABILITY will work best.  I 
think PENNY needs to push this agenda on all fronts.
As for the immediate strategy............. Klein/Bloomberg/etc. are all part 
of a system that I have no confidence in.  Hence, work with them (we have no 
choice for now) but don't trust them, trust us.
