Dear Colleagues:
I want to raise a question that has remained largely unspoken in the debate=20
about preserving the local school districts.=A0 To what degree are the effor=
ts=20
by local politicians to preserve school districts connected to their desire=20
to preserve white middle class enclaves in our school system?=A0=20
Answer:  I would say to a very high degree (maybe 85 to 90%)
Have these district offices really been accountable and responsive to the=20
majority of parents? =A0=A0=A0
Answer:  In most cases, no.  Of course there is just as much likelihood that=
=20
the new structure could be equally unresponsive.  The fault is/was not with=20
the structure but with its implementation in the context of a society in=20
which the majority of (especially public school) parents are in zillions of=20
ways marginalized.
If there is an educational argument to preserve the districts I would like t=
o=20
hear it because nothing mentioned in the press thus far has discussed how=20
these structures have worked to support teaching and learning.=20
Response:  I agree.
As the networks are created over the next few months, I think it is incumben=
t=20
on progressive educators to argue for diverse networks of schools that are=20
not segregated by race and class.
Response:  Agree again.  That's why, for example, we need to continue to=20
fight against the "list" and the obsession with test scores as the measure o=
f=20
student and school achievement, both of which are linked to the cynical Leav=
e=20
No Child Behind law.
