Test scores are the symptom, not the underlying problem. And while strategie=
s aimed at raising test scores will probably result in higher test scores, t=
he unintended consequences of this symptomatic "solution" will be harmful, i=
f not toxic, to schools and students in the long run. Test-based accountabil=
ity assumes that higher test scores equal better learning, but researchers h=
ave found that it is possible to raise test scores without improving the qua=
lity of teaching and learning in the classroom. In fact, it is possible to r=
aise test scores by lowering the quality of teaching and learning.
